When building production workloads on Azure OpenAI Service, handling API rate limits is one of the most critical operational challenges. Azure OpenAI enforces two distinct rate-limiting dimensions per model deployment:
•
Tokens Per Minute (TPM): The maximum number of tokens (prompt + completion) processed per minute.
•
Requests Per Minute (RPM): The maximum number of HTTP API calls allowed per minute.

What Happens During Rate Limiting?

When your application exceeds its allocated TPM or RPM threshold, Azure OpenAI returns an HTTP 429 (Too Many Requests) status code along with specific response headers:
http
HTTP/1.1 429 Too Many Requests
Content-Type: application/json
Retry-After: 12
ms-retry-after-ms: 12000

{
  "error": {
    "code": "429",
    "message": "Requests to the OpenAI - gpt-4o Deployment under Azure OpenAI have exceeded token rate limit of your current OpenAI Service plan. Please retry after 12 seconds."
  }
}

Key Throttling Headers

1retry-after: Recommended backoff wait time in seconds.
2ms-retry-after-ms: Precise recommended backoff wait time in milliseconds.
3x-ratelimit-remaining-tokens: Tokens remaining in current quota window.
4x-ratelimit-remaining-requests: Requests remaining in current quota window.

🛡️ Core Resiliency Principles

To prevent HTTP 429 errors from cascading into application outages:
1Exponential Backoff with Jitter: Automatically pause and retry requests using exponentially increasing delays randomized with jitter.
2Circuit Breaker Pattern: Temporarily stop sending requests to a degraded endpoint once a failure threshold is breached.
3Queue-Based Smoothing: Buffer incoming user requests using storage queues or Event Hubs to flatten traffic spikes.
